Assesses callers for their readiness to quit and provides counseling options and structured assistance. Provides active listening to callers, educational information, and referral to other healthcare professionals if needed, prescription advice for action, social reinforcement, skill training, and encouragement for expressions of thoughts and feelings.

Responsible for planning and coordinating health resources throughout the Commonwealth. Main activities are to monitor the health status of the population; identify and eliminate preventable illness and accidents; reduce the severity of illness and disability; promote healthy behaviors; improve health care quality, access and accountability; and lead the development of health policy and planning.
