Provides partial electric bill assistance to residents who live in St. Clair(17970) or Schuylkill Haven(17972) when funding is available. Provides fuel oil assistance to those who did not qualify for the LIHEAP program when funding is available. Clients need to provide documentation from the welfare office, paperwork for household income and expenses, and copies of the last two oil bills.
