Offers free linguistically and culturally-appropriate health services, education, and social services to pregnant women, children ages 0 to 3, and their families. Services include weekly home visits providing education and support services during pregnancy through baby's third birthday; education and family support services for families with eligible children at state licensed child care center; services to children with disabilities; and connections to resources for healthcare, housing, and emergency supplies.

Offers MOMobile (home visiting) programs, Cribs for Kids, and Early Head Start. MOMobile programs provide community-based home visiting services. Cribs for Kids educates families on safe sleep and provides cribs to families who cannot afford one. As Pennsylvania's largest Early Head Start provider, MCC delivers comprehensive home-based and center-based early childhood and parenting programs.
