Address issues involving drug and alcohol use/abuse - Develop and implement drug/alcohol and underage drinking prevention activities and programs - Create a sense of community responsibility and ownership for Council activities - Structure a public relations and education campaign to educate the citizenry of Lancaster County - Serve as a resource to Lancaster County employers, educators, health care providers and civic and volunteer organizations
