Children in foster care, experiencing homelessness, or receive public assistance are automatically eligible. Primarily serves families at or below the federal poverty level. Can enroll families who are over-income but would benefit from the program.

Provides free comprehensive home-based services to pregnant women and children from birth to 3 years old. Facilitates weekly 90-minute home visits to support the child's learning and development and encourage positive caregiver-to-child relationships. Offers two socialization days each month.
