Provides Early Head Start services in Allentown, Bethlehem and Easton at SafeStart Centers. Provides Head Start services in Allentown and Easton at Pre-K Counts preschool. Administers the Early Learning Resource Center is a one stop hub of information for families with children who may be seeking assistance in finding and paying for high quality early childhood programs or other community resources. The program works with child care providers to increase the quality of their services through the Keystone STARs system. The Early Learning Resource Centers serve 17 counties in Northeast Pennsylvania (Berks, Bradford, Bucks, Carbon, Columbia, Lackawanna, Lehigh, Luzerne, Monroe, Montour, Northampton, Pike, Schuylkill, Sullivan, Susquehanna, Wayne, Wyoming)
