Franklin County Government - Children and Youth Services
Promotes the well-being of children and their families. Investigates reports involving abused, neglected, exploited, or truant/incorrigible children and provide in-home services to families who meet Children and Youth legal criteria. Provides intervention in family disputes and crises. Offers services including information and referral, courtesy services for other child welfare agencies, screening, mediation and brief intervention, safety and risk assessment, investigations, parent and life skills training, in-home protective services, case management and collaboration, family service planning, placement services, reunification planning, permanency planning, and adoption.

For questions regarding Children and Youth Service, or if you have questions and/or concerns regarding your specific case, please call 717-263-1900. During normal business hours, there is always a caseworker available to discuss referrals and to initiate the Children and Youth response. Emergency services are available after traditional county business hours by contacting the on-call caseworker via County Control. If you wish to report child abuse or neglect, please call the Pennsylvania Child Abuse Hotline at 1-800-932-0313.

A) Children and youth from birth to age 18 who are dependent, abused, neglected, truant, incorrigible, or otherwise at risk, and their families B) Children and youth involved in incidents occurring in Franklin County or referred by another child welfare agency C) Allegations must involve a parent, caregiver, or household member to fall under agency jurisdiction

Franklin County is governed by a board of three county commissioners elected every four years by the citizens who live here. The Board of Commissioners oversees the entire operation of the county and represents the best interests of the citizens.
