A) Property must be located in Wilkes Barre City and owner occupied. B) Must consent to Housing code inspection with lead-based paint inspection C) Must meet income guidelines. D) Must have Homeowners and Flood Insurance. E) Must agree to a Mortgage being placed against the property.
