Eligibility

200% of Federal Poverty Guideline. Must be Penelec or West Penn Power customer. Electric account must be in the customer’s name. Home must have a minimum annual usage of 6,500 kwt. Customer must have lived in the residence at least 6 months. Landlord must give permission for services. Services can only be received once in 5 years. Household usage must be 12,000 kwh annually.
