Offers a daily congregate meal program (meals served at 12:00pm, no charge with suggested donation of $2.00 per person), special programs and events, annual nutrition screening and education, regularly scheduled social/recreational and educational programming, and use of online computers. Serves as a cooling station.

Franklin County is governed by a board of three county commissioners elected every four years by the citizens who live here.
