Youth must be 10 to 16 years old at the time of enrollment and meet
one or more of the following criteria:
A) Failing one or more subjects in school,
B) Not promoted to the next grade level,
C) Multiple disciplinary actions taken against them in school,
D) Out-of-control behavior in the home,
E) Confirmed association with "negative groups" and/or
F) Confirmed truant.
