The Clerk of Courts/Orphans' Court provides the following services: MARRIAGE LICENSE APPLICATION - provides Franklin County residents with marriage licenses. An online application is available. CERTIFIED DUPLICATE MARRIAGE LICENSE - The Clerk’s Office will only have record of marriages APPLIED for in Franklin County. Certified Duplicates are $8.00/each - Years available 1885-Present ***When calling or at the Office please be prepared with Bride/Groom names at application and exact date of marriage. BIRTH/DEATH CERTIFICATES - these are kept in New Castle, PA at the Vital Records Department www.health.state.pa.us/vitalrecords 724-656-3100 birth/3279 death Order forms are available in the Clerk’s Office

Franklin County Government

Franklin County is governed by a board of three county commissioners elected every four years by the citizens who live here. The Board of Commissioners oversees the entire operation of the county and represents the best interests of the citizens. County commissioners also oversee the the core functions of the county government such as fiscal operations, human resources, taxes, voting, emergency services, planning, and information technology.
