Pregnant women, infants, toddlers, and preschool children, including those with disabilities, are eligible for enrollment. Accepts applications year-round and fills vacancies from its waiting list. While children from low-income families have enrollment priority, children from higher income families may be enrolled as well.

Programs give children from birth through age five, pregnant women, and their families the tools they need to succeed in school and in life at no cost to participants. Highly qualified, trained, and caring staff provide comprehensive services and activities that help children grow educationally, physically, socially, and emotionally. Encourages parent participation in all program activities and partner with parents to help children succeed.
