Minimum qualifications include: A) Homeowner must live in the home as a primary residence. B) Must be located in any of the 22 municipalities other than Altoona or Logan Township. C) Must have no outstanding debt with Blair County and be current on taxes. D) Combined household income must be below income limits set by HUD. Contact for further information regarding eligibility.
