Pennsylvania homeowners and renters who meet the following criteria: A) Age 65 and older B) Widows and widowers age 50 and older C) People with disabilities age 18 and older (permanently disabled during all or part of the claim year) D) Meet income limit eligibility. The income limit is $46,000 a year; half of Social Security income is excluded.
