Eligibility

Chester County residents in service area who do not qualify for county's Emergency Rental Assistance Program (ERAP). Utilities bill in arrears or due within five days. All other resources used up. Applicant lives in the residence and is utilities bill payer. Assistance must guarantee 30 more days of utilities service. Coatesville helps 1x only period as their funds are limited. West Chester 1x per calendar year.
