Eligibility
• Must be a Pennsylvania resident.
• Must own and occupy the property as the primary residence.
• Property must be facing foreclosure.
• Must have experienced a temporary financial hardship beyond the applicant’s control (e.g., job loss, reduction in income, illness, or other qualifying circumstances).
• Must demonstrate a reasonable ability to resume full mortgage payments after receiving assistance.
• Must have received an Act 91 Notice (Notice of Intent to Foreclose) and begin the application process through a PHFA-approved housing counseling agency.

Provides foreclosure prevention counseling and application assistance for Pennsylvania homeowners facing foreclosure due to a temporary financial hardship.
The Homeowner’s Emergency Mortgage Assistance Program (HEMAP), funded and administered by the Pennsylvania Housing Finance Agency (PHFA), provides emergency mortgage assistance loans to eligible homeowners who are at risk of losing their primary residence.
As a PHFA-certified housing counseling agency, Schuylkill Community Action (SCA) assists homeowners who have received an Act 91 Notice (Notice of Intent to Foreclose) by providing counseling, determining eligibility, and helping complete the HEMAP application process.
HEMAP assistance may help bring mortgage accounts current and may provide temporary assistance with ongoing payments while the homeowner works to regain financial stability. Assistance is provided in the form of a loan and must be repaid according to PHFA guidelines.
