Photo ID Card Program

Offers a free initial photo ID or renewal to Pennsylvanians experiencing homelessness. Note: Additional documentation will require fees to be paid.

Application process

For an initial (FIRST TIME ) request, applicants are required to visit a local Driver License Center in person to complete the required application. If this is a renewal of an existing license, use the online system by clicking the link below.

Fee

Services free of charge for first time application or renewal. Feels apply for additional documentation once this service is used.

Eligibility

Anyone who meets the definition of homelessness: A) Lacks a fixed, regular, and adequate nighttime residence B) Primary nighttime residence is a place not ordinarily used for sleeping i.e. car, park, abandoned building, etc. C) Living in a supervised, temporary shelter D) Will lose permanent housing within 14 days or less E) Is an unaccompanied youth or in a family experiencing homelessness F) Is fleeing or attempting to flee a domestic violence condition Click the link below to the Homeless Photo Identification Card Fact Sheet to see a full explanation.
