Offers loans between $1,000 and $10,000 for specific energy efficiency repairs at a fixed rate of one percent (1%) for ten years with no prepayment penalties. The specific uses for the HEELP funds are: air sealing, insulation and ductwork, energy efficient windows and doors, energy efficient heating or cooling system repairs or replacements, and roof replacements.

Provides home repairs and renovation assistance for owner occupied households. Subject to funding availability. Funds may be used for any purpose within home repairs and debt consolidation parameters.

Provides loans to very-low-income homeowners to repair, improve, or modernize their homes, or provides grants to elderly, very-low-income homeowners to remove health and safety hazards.

Offer 0% interest loans to low and moderate-income homeowners who reside in Lancaster County outside the Lancaster city limits. Loans are for code and safety issues only. A lien is placed on the homeowner's property and no monthly payments are required. Loans are not due until the home is sold, or the deed is transferred. (i.e. plumbing, electrical, replace/repair all types of heating systems, roof, structural/foundation issues)

Offers grants and low-interest loans for repairs to owner occupied homes within the city limits. Household income limits and other eligibility requirements apply. Helps qualified households make code, safety and other needed repairs to their homes. The maximum available to an eligible household is $30,000. Eligible work includes roofing, electrical, plumbing, lead paint hazard reduction, insulation, window replacement, and many other items.

Provides home rehabilitation and assistance for homeowners. Assistance includes bringing the home into compliance with the City of Erie codes for plumbing, electrical, and building, as well as controlling any lead-based paint hazards which may exist.
