Designed to assist customers who are having financial difficulties because a family member at the premise has been called to active military duty. Customers may choose to defer paying either part of or their entire monthly electric bill. When the conflict ends or the person in military service returns home, arrangements for repayment of the deferred debt will be made with the customer.

PCAP helps residential customers maintain electric service and eliminate their past-due balance by offering a reduced bill that is based on a percentage of income and debt forgiveness. Debt forgiveness credits are applied directly to participants' electric service accounts in recognition of payments that are made on time and paid in-full. PCAP participants also are automatically enrolled in the Equal Payment Plan (EPP) â a budget plan that provides the ability to make consistent monthly payments. Enrollment in the EPP is a requirement for PCAP.

Provides partial electric bill assistance to residents who live in St. Clair(17970) or Schuylkill Haven(17972) when funding is available. Provides fuel oil assistance to those who did not qualify for the LIHEAP program when funding is available.
