• Operation HELP: Pays electric bills for eligible customers. Low income PPL customers. OpHELP is administered by CAP.
• OnTrack: A special payment plan that offers reduced monthly payments, protection from shutoffs and debt forgiveness. For residential customers who are struggling to pay their bills. OnTrack is administered by CAP.
• Customer Assistance & Referral Evaluation Service (CARES): A personalized service for customers experiencing bill payment problems due to temporary hardship.
• Rebates and Savings Programs: Offers programs to help customers save energy.

Optional billing programs include:

• Budget billing which allows customers to pay about the same monthly amount all year long
• Automatic Bill Payment Plan offers customers the option of automatic deduction of the bill from a checking or

savings account on their monthly due date.

• Payment Date Extension Plan allows customer to extend the due date of the electric bill to coincide with their monthly pension/social security check.
• Double Notice Protection Plan enables customers to arrange for an individual or social service agency to receive a copy of all overdue or termination notices to alleviate problems.

Case management services assist individuals with goal setting to help individuals and families to establish and sustain self-sufficiency. Referrals are made to the appropriate resources to help provide housing and utility funds, budgeting and job search counseling.

Also available to assist individuals in accessing the following programs: A) Low Income Home Energy Assistance Program (LIHEAP) B) PPL Operation Help C) Public assistance (food stamps, medical assistance, cash assistance); D)FEMA Funding (housing and utility costs).

CAP helps low-income, payment troubled customers of Duquesne Light establish manageable payment plans that enable them to maintain electric service and move them toward self-sufficiency. CARES assists customers who have had their electric services terminated or are at risk of having their service terminated. Also screens for Low-Income Home Energy Assistance Program (LIHEAP) and Dollar Energy Fund.

Provides connection to community resources, as well as assistance with eviction prevention and energy costs, and access to fresh food through the Hub Market pantry. Onsite social worker can assist with navigating benefits.

Offers bill payment assistance to low-income, residential customers in a hardship situation (service terminated or in threat of termination for nonpayment). Customers are eligible for MEAF assistance every 12 months.

Assists cancer patients with paying electric bills.

This assistance may include emergency service delivery and/or referrals/consultations to other agencies or organizations with the means to solve the problem. No funds are given to individuals - instead, all payments are made directly to landlords and other vendors.

Case Manager assists UGI customers with signing them up for the UGI Customer Assistance Programs.

• CAP (UGI): Provides lower monthly payments and forgiveness of back balances for individuals at/below 150% of FPIG.
• Operation Share (UGI): Provides a one-time grant for families that fall at/below 250% of FPIG and are typically over income for the CAP program

Provides one-time (per program year) assistance grants to Pennsylvania American Water customers that are applied directly to their utility bill. Grants are based on need and family circumstances. Grant amounts are determined on a case-to-case basis.

Serves one-time emergency needs such as nutritional assistance, emergency shelter, first month rental assistance, rent in arrears assistance, mortgage assistance, and utilities in arrears assistance.

Offers a Broadband Internet Assist program for low-income households.
