Provides direction and technical assistance to property owners, architects, general contractors, and developers regarding zoning, land development, planning maps, use of buildings, property site improvements, rehabilitation of historic structures and the requirements of City land use, and development and subdivision regulations.

Offers guidance, services, and resources for individuals and businesses who have ideas for new business opportunities or need help to expand.

Responsible for enforcing all laws and ordinances. Also provides services beyond those of normal enforcement procedures including community resource programs, safety programs for students, and counseling, upon request, for students considered at risk for legal involvement. Provides animal law enforcement, issues temporary no parking signs and business licenses.

Administers the state's charitable solicitation law.

Reviews construction plans and conducts inspections to ensure compliance with the State Uniform Construction Code and applicable local ordinances. Also responsible for reviewing and evaluating architectural, structural, electrical, plumbing, mechanical, and fire suppression and alarm plans for new construction, renovations, or remodeling of existing buildings.Issues all building permits and manages the use of third-party plan review and inspection firms in the City of Lancaster.

Issues permits for all construction and inspects all properties for compliance with property maintenance codes, curbs and sidewalks, demolition dumpsters, water service, and oversized trucks. Provides licensing, building plan reviews, inspections, and code compliances.
