Responsible for inspections of rental properties, new businesses, new homes, building, and construction inspections, electrical inspections, all zoning ordinances, and property maintenance in the City of Williamsport. The Bureau of Codes also issues building, electrical, plumbing, event and demolition permits.

Serves as a primary source of direction and coordination for all City operations and services. Enables The Open Door Program to encourage citizens to come to the Mayor's Office and voice their opinions or complaints about city management. Issues permits for the use of Lancaster Square, Penn Square, and city parks for public activities such as block parties and parades.

Administers the services and programs of the City of Lebanon including: permits and licenses, recreation, community and economic development, accounts and finances, engineering, traffic, highway, recycling, building and zoning, shade trees, bureau of police, and public safety.
