Victim Services in Franklin County helps to make the entire Juvenile Justice process more understandable and less stressful for the victims and witnesses of juvenile crime. To this end, the Victims' Services Coordinator is the advocate and guide for victims and witnesses as their case makes its way through the Juvenile Justice System. Services Include: Accompaniment to Court, Orientation to the Juvenile Justice System, Court Preparation, Advocacy, Notification of all phases of the case, Assistance with completing Victim's Assistance Compensation Program (VCAP) Forms, Assistance with preparing a Victim Impact Statement

Crime Witness Support
Provides support and services to victims of all violence including sexual assault, their families and significant others. Offers support groups for rape survivors, children, pre-adolescents, teens, parents of sexually abused children, adult survivors of childhood sexual abuse, male survivor's and homicide survivors. Other services include trained counselors who can accompany victims of violence to the emergency room, police departments or to court. Individual and support group counseling are available. Also provides education and resources on crime victimization and prevention for interested individuals and groups.

Provides an innovative, confidential and automated service that helps individuals and/or families track the status of an offender, housed in a COUNTY jail within the Commonwealth. Allows Pennsylvania residents to receive real-time information about an offender's custody status, such as an inmate's release, transfer or escape.
Assist victims with emotional needs as a result of victimization
Provides advocates who perform a variety of functions, including: offering comfort to patients in the trauma bay, updating families about their loved ones’ conditions, providing grief support to families of homicide victims, linking survivors to crime victim services, and offering emotional support to patients after they’ve been discharged from the hospital.
Offers a 24 hour hotline, free and confidential counseling, accompaniment to an ER (Hospital) or police station, court accompaniment, assistance with filing for victim's compensation, assistance with restitution, assistance with victim impact statements, and community education.

Serves as a liason from the District Attorney's Office to the victims of crime, additionally interacting with Adult and Juvenile Probation, Luzerne County Correctional Facility, and police departments throughout Luzerne County. The Victim/Witness Services Unit also works with victims whose Protection From Abuse (PFA) orders have been violated.

Offers assistance in applying for the Victims Compensation Assistance Program. The Victims Compensation Assistance Program helps victims and their families through the emotional and physical aftermath of a crime by easing the financial impact placed upon them by the crime.
Assists victims of crimes and their families recover from the trauma of their experience, get medical assistance when required, make their way through the legal system.
Provides financial assistance. Offers medical expenses, loss of earnings, stolen benefit cash, funeral expenses, loss of support (homicide cases only), crime-scene cleanup expenses, relocation expenses and counseling expenses.
Offers assistance in applying for the Victims Compensation Assistance Program. The Victims Compensation Assistance Program helps victims and their families through the emotional and physical aftermath of a crime by easing the financial impact placed upon them by the crime.
Court Advocates are trained to be helpful to child and adult sexual abuse and sexual assault survivors at all stages of the court process. The WOAR Court Advocates provide court accompaniment, emotional support, legal information and advocacy. In some cases, family members of the victim/witness may be sequestered (removed from the courtroom) during the testimony of the victim/witness. The WOAR Court Advocates and the Assistant District Attorney (ADA) work together to reassure and support the child, teen, or adult survivor. Also, WOAR Court Advocates can assist with counseling referrals.
Provides a 24-hour confidential hotline at (717) 632-0007 and makes referrals for temporary or emergency safe shelter (please note: Safe Home is not a shelter itself). Offers legal advocacy, including assistance with filing a Protection From Abuse Order. Coordinates with other social service agencies that provide assistance with health, finances, housing, drug/alcohol treatment, support groups, children's services, employment/training, food, furniture, clothing, and more. Provides referral and support services, child therapy, and the W.E.A.V.E. (Women's Empowerment Against Violent Environments) adult support group, which includes free childcare during group sessions. Delivers community education for all groups, including educational speakers and age-appropriate outreach materials. Offers volunteer opportunities at (717) 637-2125 ext. 241, and provides accompaniment and/or transportation to appointments/hearings, including civil and criminal hearings. Also offers options for counseling and crisis response, with free childcare provided when necessary.
