Orphan's Court:(717)771-9288 and Wills':(717) 771-9607 The duties of the Clerk of Orphans' Court include: filing petitions for incapacitated persons and petitions for the appointment of guardians for minors, petitions for adoptions (which records are confidential), the granting of marriage licenses, and records of births and deaths from 1893 through 1906. This office is also responsible in assisting the Judge of Orphans' Court during court proceedings as well as the documents pertaining to those proceedings. Provides comprehensive guardianship services for individuals who have been determined by the Court to be incapacitated and no longer able to make their own life decisions. Through written and notarized Power of Attorney (POA) documents, individuals deemed incapable of making decisions on their own can give JFCS the responsibility and legal power to act on their behalf, according to the terms of the agreement.

Legal services are provided on a limited basis determined by established criteria of the Berks County Area Agency on Aging.

The Register and Recorder’s Office is the repository and record manager for all papers relating to wills and estates as well as all real estate transactions. It is responsible for filing all papers in reference to the probate of wills and estates and all other related documents, and collects and processes Pennsylvania Inheritance Tax returns. Also records all documents pertaining to land and property transactions, including deeds, mortgages, leases, financing statements and rights of way.
