Two primary functions: to prevent and remedy unfair labor practices, whether committed by labor organizations or employers, and; to establish whether or not certain groups of employees desire labor organization representation for collective-bargaining purposes, and if so, which union.

Manages group health, life, and workers' compensation insurance programs. Offers seminars and training.

Strives to bring unions together from many industries to take action on local and statewide issues. Organizes and mobilizes to give working families a voice in the political process.

Administers and enforces Commonwealth laws dealing with labor-management relations.

Prepares job seekers for the global workforce through employment and job training services for youth, adults, older adults, and dislocated workers. Enforces regulations and safety standards in the workplace and administers the Commonwealth's programs for community service by young Pennsylvanians. Administers benefits to unemployed individuals, oversees the administration of workers' compensation benefits to individuals with job-related injuries and/or illnesses, and provides vocational rehabilitation to individuals with disabilities.

Investigates unfair labor practice charges in both union or non-union workplaces concerning rights of employees under the National Labor Relations Act and processes representation petitions filed by unions, individuals and employers and certifies the results of the elections.

Responsible for the administration, education, and enforcement of labor laws.
