Early Intervention is an entitlement program for children from birth to 3 years, who have a developmental delay of 25% or more in one or more of the major areas of development (physical, sensory, cognitive, language/speech, social-emotional and self-care). At-risk children, including infants affected by premature birth, alcohol, drugs or lead poisoning and infants who have been abused or neglected are eligible for services. An entitlement program means that any eligible child, regardless of financial status, is entitled to receive services.
