Works to revitalize Erie's downtown by improving its image, business climate, physical environment, and design. Addresses downtown concerns of economic development, design, and promotions.

Supports and promotes economic development by fostering partnerships between public, private, and tribal entities to attract, retain, and grow businesses. Their services include advocating for favorable policies, developing workforce training programs, providing resources for business growth and expansion, marketing the region's assets, and offering support for small businesses and entrepreneurs.

Provides Business and Economic Development, Community Planning and Development. Appalachian Regional Commission (ARC) and Economic Development Administration (EDA) grants, Partnerships for Regional Economic Performance (PREP), government contracting/procurement, international marketing/exporting, business loans and transportation planning.

Works to enhance and encourage investment in York’s central business district through activities such as business recruitment and retention; advertising, marketing, and special events; improving physical elements such as traffic patterns, public spaces, cleanliness, walkability; and public safety efforts.

Provides services, loans, and grants. Serves as the local governing bodies in the areas of housing, revitalization of distressed areas, planning, workforce development, improvement of impoverished areas, human services, urban, and rural redevelopment.

Provides economic development services to help retain and create employment opportunities in the county.
