Monitors the status of human relations within the Borough, holds multi-cultural educational events, and provides mediation and referral services to Borough residents. Provides mediation for people to openly discuss conflict and determine whether reconciliation is possible. The parties may speak in a confidential setting directly to each other and be heard. Most of the commissioners are trained mediators.

If you feel you have experienced illegal discrimination, in general, you have 180 days from when the alleged discrimination happened, to file a complaint or report a bias incident to the Pennsylvania Human Relations Commission (PHRC). A PHRC staff member is available to help you decide whether you would like to file a complaint. Staff can help you draft the complaint and prepare it in legal form for your verified signature.

Conducts intakes and investigations of discrimination complaints in housing, employment, and public accommodations. Monitors and reports hate crimes and other civil tensions within the City and surrounding areas, working with local, state, and federal agencies. Advocates for the civil rights of all citizens of the city.

Works to prevent and respond to civil tension and violence arising from conflicts between ethnic or cultural groups and public expressions of bias or hate.

Handles complaints from individuals who believe they have been discriminated against. Promotes equal access to the social, cultural, recreational, and economic life of Lancaster City by administering and enforcing the City's Human Relations ordinance.
