Owns and manages housing units for low-income residents of Allegheny County. Administers the Housing Choice Voucher (Section 8) Program for Allegheny County.

Offers eligible families participating in the Housing Choice Voucher Program the ability to choose a house for purchase anywhere in Dauphin County and receive financial assistance for homeownership expenses for up to 15 years. For the elderly/disabled, there is no time limit.
