Allows homeowners to refinance their Federal Housing Administration (FHA) loans to reduce monthly payments. Cash may not be taken out from the loan in the refinancing process.

Certified counselors contact creditors on the consumer's behalf and initiate an orderly repayment plan that allows the payment of outstanding debt back over a longer period of time, and in most cases, at a lower interest rate. Payments to creditors are consolidated into one monthly payment that is sent to CCCS for dispursal each month. Clients still continue to receive statements from creditors so that they will be able to see progress and a decrease in past due amounts.
