Provides legal representation in all stages of the criminal and juvenile justice system; criminal judicial contempt parole matters; juvenile representation in delinquency matters; extradition; Post-Conviction Hearing Act Appeals.
Devoted primarily to criminal cases, not civil law suits or domestic cases, and includes the following types of matters, provided they occur within Monroe County, Pennsylvania: adults charged with the commission of a crime, juveniles (age 10 to 17) charged with the commission of a crime (juvenile delinquency cases), preliminary hearings, county habeas corpus proceedings, county trials, including pre-trial and post trial matters, Superior Court appeals, Pennsylvania Supreme Court appeals, post conviction matters, criminal extradition proceedings, probation and parole matters, mental health proceedings, PFA contempt, parents of children in dependency proceedings, petitions for contempt for failure to pay child support, and court costs or fines where imprisonment is possible. Does not represent individuals charged with federal offenses, only crimes against the Commonwealth of Pennsylvania.
Serves as the governing legislative body for Carbon County. Oversees county operations, including administration/ human resources, economic development, corrections, court services, emergency services, fiscal affairs, human services, public works, and the offices of the Coroner, Public Defender, Sheriff, and Solicitor.

Provides cost-free legal representation to indigent persons, juvenile through adult, in criminal matters ranging from traffic offenses to criminal homicide. Clients may seek representation, pre-arrest through appellate proceedings.
Provides legal counsel/representation to any person who, for lack of sufficient funds, is unable to obtain legal counsel in any situation where representation is constitutionally guaranteed. In general, a person is entitled to legal counsel whenever that individual's personal liberty is at stake. This would include capital crimes, misdemeanor and felony offenses, and summary offenses that carry a mandatory sentence of incarceration.
Provides legal defense to those charged with criminal offenses who cannot afford legal counsel.

Public Defender
The Lackawanna County Public Defender's Office represents those adult individuals who have been charged with a criminal offense and are determined to be indigent. If you cannot afford an attorney, you may obtain an Application for Legal Representation at the Public Defender's Office. You must provide proof of income and any papers that you may have pertaining to your charge. If you are eligible, you will be provided with representation by the Public Defender's Office free of charge. If you are in prison, you may obtain an Application for Legal Representation from your counselor. The completed Application will be delivered to the Public Defender's Office and you will be notified of your eligibility.
Provides legal representation in criminal trials to any person who meets the financial guidelines and cannot afford their own attorney. Please note that the public defender does not handle civil cases.

Provides legal defense to eligible adult and juvenile clients for all criminal charges and representation for respondents in civil mental health commitment proceedings.
Provides legal counsel in Northampton County criminal cases only.
