Provides guardianship for a senior citizen arises once it is determined that a senior is now unable to care for themselves and/or their property. Concerns being financially exploited (or is about to be exploited), unable to care for themselves, cannot perform the activities of daily life without assistance.
Provides advocacy services to people with intellectual and developmental disabilities (IDD) and their families. Offers individualized representation in accessing special education services, adult intellectual disabilities, waiver services, healthcare, transportation, and any other concerns of people with intellectual and developmental disabilities and their families.

In addition to handling the processing of all Protection From Abuse applications and cases, the Family Courts are responsible for all Juvenile Delinquency cases, Children and Youth cases and Orphans Court cases. The types of cases heard by the Family Court Judges involve custody, dependency, juvenile delinquency, foster care, adoptions, visitation, appointment of guardians, truancy, and estate and accounting matters.

This York County Government Office for Row Officers oversees both the Clerk of Orphan's Court and the Register of Wills. Orphan's Court:(717)771-9288 and Wills':(717) 771-9607 The duties of the Clerk of Orphans' Court include: filing petitions for incapacitated persons and petitions for the appointment of guardians for minors, petitions for adoptions (which records are confidential), the granting of marriage licenses, and records of births and deaths from 1893 through 1906. Birth and death records of persons born after 1906 are on file with the Pennsylvania Department of Health, Division of Vital Records, New Castle, Pa 16103. Phone: (724) 656-3100. This office is also responsible in assisting the Judge of Orphans' Court during court proceedings as well as the documents pertaining to those proceedings. As register of wills, this office has jurisdiction over the probate of wills and the granting of letters of testamentary and letters of administration to persons properly

The Guardianship Program enhances the quality of life and protects the interests of our most vulnerable adult and aged community members. FSA NEPA provides services to persons age 18 years of age and over who have been declared incapacitated by the court in keeping with the Guardianship Act. Staff are involved in making decisions on behalf of individuals in regards to their financial resources and other issues regarding their physical health and safety.
Handles the financial, medical and private affairs of individuals who need assistance or are not able to handle their personal affairs. Services include power of attorney, guardianship, case management, estate management and planning, medical advocacy and decision making, placement in housing or nursing facility, counseling with families, paying bills, trustee services, and other ancillary services depending on need.

Durable Power of Attorney for Asset Management
Provides comprehensive guardianship services for individuals who have been determined by the Court to be incapacitated and no longer able to make their own life decisions. Through written and notarized Power of Attorney (POA) documents, individuals deemed incapable of making decisions on their own can give JFCS the responsibility and legal power to act on their behalf, according to the terms of the agreement.
