Administers and provides low cost apartments, including utilities, for senior citizens.

Designed to help income eligible resident homeowners in York County by providing financial and technical assistance to obtain necessary home repairs. The funds in the Home Improvement Program are provided in the form of a loan with a deferred payment. This means that a mortgage in the amount of the loan is filed against your property for security. As long as you, the program participant, remains the occupant and owner of the property, no repayment is required and no interest is charged. When the property is sold or transferred in any way or it ceases to be your residence, the full balance on the loan becomes due and payable to the County of York. The deed to your property remains in your name and is not transferred to the County. To qualify, your property must have conditions defined as substandard by the local housing code or by the program's rehabilitation standards. The goal of the Home Improvement Program is to help you bring your home into standard condition.

Increases access to services, such as water and sewer systems, housing, health clinics, emergency service facilities, and electric and telephone service. Promotes economic development through loans to businesses. Provides technical assistance and information to help agricultural producers and cooperatives get started and improve their effectiveness.

Offers specialized supportive housing facilities and permanent affordable housing for the most-vulnerable families and individuals in Pittsburgh and Allegheny County. Provides technical assistance and property management services for facilities after they've been completed. Included in housing stock are emergency shelters, transitional housing facilities, special needs housing, and permanent, affordable housing, both multi-family rental and homeownership units.

Offers single-family housing programs assisting in the purchase, construction, and repair of homes. Provides rural rental housing programs to assist in new construction or rehabilitate existing multi-family housing projects and build or improve community facilities. Assists rural businesses.

Development and mentoring program for agencies or individuals who are starting their own housing ministry

Provides affordable rental and owner occupied housing and promotes neighborhood revitalization for low and moderate income families in Lancaster County. Additionally, assistance is provided with mortgage application, credit report updates, inspection of property to determine potential problems or needs. Classes are held to teach the home buying process and requirements which include Spanish speaking instruction.

Provides financial assistance to landlords or developers to rehabilitate or construct rental properties for low and moderate income persons. The program focuses on properties which are rented to a significant number of low and moderate income persons.

Provides assistance to agricultural producers and rural small businesses to complete a variety of projects, including renewable energy systems, energy efficiency improvements, renewable energy development, energy audits, and feasibility studies.

Provides affordable housing. Has homes in development and homes completed to provide housing to families. First priority will be given to first time home buyers. In addition, will have a few apartments available for rent.

Develops and manages multi-family rental housing.

Provides OHCD (Office of Housing and Community Development) approved housing counseling.

There are forgivable interest-free housing rehabilitation loans, grants for accessibility upgrades, forgivable interest-free down payment and closing cost assistance loans, free legal assistance, housing stabilizing short term funding, programs to stimulate both new construction and substantial rehabilitation, and programs to stimulate production of rental housing.

Offers a financial education program that supports the opportunity for affordable home ownership in the Pittsburgh neighborhoods of Garfield and East Liberty. Participants are supported through the process of credit building, goal setting, budgeting with potential opportunities to purchase an affordable home. The program also includes education on how to maintain and sustain a property once it has been purchased. Using a predominantly volunteer workforce, Open Hand Ministries also purchases and renovates properties for low-medium income families.

Provides and promotes innovative leadership in the development of affordable homes and viable communities while empowering people to develop thriving diverse neighborhoods.
