Manages and administers federal and state grants, including but not limited to Community Development Grant (CDBG), Community Services Block Grant (CSBG), Emergency Solutions Grant (ESG), Homeless Assistance Program (HAP), Emergency Home Improvement Program (EHIP) and the Homeless Investment Partnership funding (HOME).

Administers major federal grant programs and supports the Department of Community Planning and Economic Development in building strong neighborhoods and elevating quality of life for residents in the City of Lancaster. Promotes equitable and sustainable community development with delivering programs that facilitate safe and affordable housing options, improve environmental conditions, create economic opportunity and stability, reduce homelessness, and increase access to services.

Provides grants to local municipalities to undertake public improvement projects, renovate community facilities to benefit low and moderate income people. (Ex. sanitary sewer, public water, neighborhood improvement and parks, recreational facility project, public facility rehabilitation)

County Government provides housing rehabilitation and construction services to non-profit organizations and people outside of the City of Reading.

Implements Community Development Block Grant Programs. Comprehensively guides planning policy for the County to promote economic development, strengthen communities, and protect resources

Administers the services and programs of the City of Lebanon including: permits and licenses, recreation, community and economic development, accounts and finances, engineering, traffic, highway, recycling, building and zoning, shade trees, bureau of police, and public safety.

To encourage home ownership offers a âGAPâ Financing Program to help eligible households purchase a single family home within the city. The property must be located in the city, be affordable to the household, be a single family unit and pass occupancy and safety inspections. Offers up to 20% of the home purchase price as a Deferred Repayment and a 0% interest loan. Payments are deferred for up to a 30 year term if the property remains the buyers primary residence, the buyer maintains the property and all other requirements are met. Verification of all household income and assets is required. Standard financial documentation is needed for grant and loan applications. Waiting lists are maintained. Funding is dependent upon federal budget.

The Lackawanna County Department of Planning and Economic Development is the administering agency for the Community Development Block Grant Program for 38 municipalities in the County.
