Provides Early Head Start, which is often the first connection for families with children from 6 weeks to 3 years old. Focuses on a child’s healthy development: How a child learns, grows, shares feelings, speaks, and makes friends. Helps each family understand their child’s growth and set goals for their path forward. Offers services that include nutrition, safety, mental health, and education support.

Offer Fresh Express food distribution providing fresh fruits, vegetables, and dairy products each month.

Provides a bi-weekly support group offering information about substance use disorders and needed support.

Provides a range of prevention, protection, and supportive services with an emphasis on family preservation whenever possible. Caseworkers provide emergency and planned temporary out-of-home care when necessary to a small percentage of children active with the agency. Works to reunite families whenever possible. When reunification is not a possibility, Caseworkers work to provide a permanent, legally assured home through adoption or permanent legal custodianship. Children who age out of the system transition into independent living services. Services are provided directly by caseworkers, CYF support staff and by a network of contracted agencies.

Monitors all active cases of Tuberculosis (TB) and their contacts and all clients with latent TB infections to ensure appropriate treatment/follow-up. Collects statewide data for CDC mandated surveilllance system.

Provides Allegheny County residents with information about the new SNAP work requirements and assistance with reporting their status. As of September 1, 2025, certain individuals are required to be working for at least 20 hours a week (or 80 hours each month) or qualify for an exemption. Individuals must report that they are meeting these work requirements or verify their exemption. This service provides the forms necessary to report an individual’s work or exemption status. Also offers assistance with completing the forms and submitting them to the Pennsylvania Department of Human Services.

Offers drug and alcohol case management, outpatient treatment, referrals, youth programs, educational and training programs. Online educator course available.

Family Planning Plus provides complete gynecological examinations (pap tests, pelvic exams, and clinical breast exams), STD testing, and care for minor GYN problems like vaginal infections for women of all ages and incomes. All services are confidential.

Assists customers who demonstrate a genuine need for assistance. Helps up to $250.00, but you must pay at least 25% of your past due bill to be eligible. This credit is available only twice per year; once between January - June and between July - December.

Manages the subsidized child care program for low-income, working residents of Chester County. Day care hours of service must coincide with the parent/caretaker's work or education schedule.

Services include job counseling, testing and assessment; resume preparation assistance, interview training and other prejob guidance services; job matching and referral; unemployment insurance and job registration; labor market and career information; information on financial aid for education and training; and referral for job training, transportation, child care, personal and financial counseling, health care and other human services resources in the community.

This program provides free groceries and essential food items to eligible individuals and families in need.
