Since its inception in 2007, the Office of Child Development and Early Learning (OCDEL) has focused on creating opportunities for the commonwealthâ??s youngest children to develop and learn to their fullest potential. Mediates and advocates for issues like billing disputes and denial of benefits.

Offers a wide range of support services to older Lancaster County residents with the goal of allowing them to maintain their independence and self-sufficiency. Most services available to persons ages 60 and over, except for the 55+ Job Bank, Job Bank Workshop and Senior Community Services Employment Program which begins at age 55 and older. Domiciliary Care, Long Term Care Assessments, Ombudsman and Caregiver Support Program available for persons 18 years and older.

Investigates and finds a resolution to complaints about nursing facilities and personal care homes. Provides answers to questions about billing and charges, including those covered by Medicare and Medicaid. Supports appeals regarding transfers, discharges, discontinuance, or changes in service.

Inspects eateries, mobile food trucks, tattoo businesses, and other public facilities to ensure compliance with State health and food safety standards and work with other organizations on initiatives designed to improve the overall health of the community.
