Provides access to a variety of energy assistance programs so families can maintain their utility services, including Customer Assistance Program (CAP) and Customer Assistance and Referral Evaluation Service (CARES). CAP helps low-income, payment troubled customers of Duquesne Light establish manageable payment plans that enable them to maintain electric service and move them toward self-sufficiency. CARES assists customers who have had their electric services terminated or are at risk of having their service terminated.   • Payment Date Extension Plan allows customer to extend the due date of the electric bill to coincide with their monthly pension/social security check.
  • Double Notice Protection Plan enables customers to arrange for an individual or social service agency to receive a copy of all overdue or termination notices to alleviate problems.

All grants must be applied to the utility account and reach a zero balance. If amount owed exceeds maximum grant allowed, the applicant is responsible for the balance. Families and individuals are eligible to apply for assistance every two years. PECO and the Philadelphia Water Department match each dollar provided by grant. This grant, in addition to the matching utility bill credit, and any contribution by the individual, must zero out the utility bill.
