Principal responsibilities are to work with elected and appointed officials and the general public to create and implement the county's comprehensive plan. LCPC reviews all proposals and amendments related to land use (zoning ordinance, zoning map, subdivisions, land developments, comprehensive plans) as required by the Pennsylvania Municipalities Planning Code and also sewage facilities plans as required by Act 537.

Serves as the governing legislative body for Carbon County. Oversees county operations, including administration/ human resources, economic development, corrections, court services, emergency services, fiscal affairs, human services, public works, and the offices of the Coroner, Public Defender, Sheriff, and Solicitor.

Administers the services and programs of the City of Lebanon including: permits and licenses, recreation, community and economic development, accounts and finances, engineering, traffic, highway, recycling, building and zoning, shade trees, bureau of police, and public safety.

Responsible for inspections of rental properties, new businesses, new homes, building, and construction inspections, electrical inspections, all zoning ordinances, and property maintenance in the City of Williamsport. The Bureau of Codes also issues building, electrical, plumbing, event and demolition permits.

Provides county and city surveyor services, developing maps, and environmental constraints analysis.

Oversees Northampton County operations, including administration/human resources, economic development, corrections, court services, fiscal affairs, human services, public works, and the offices of the Coroner, Public Defender, Sheriff.

The Northeastern Pennsylvania Alliance (NEPA), designated by the Commonwealth of Pennsylvania as the Metropolitan Planning Organization (MPO) for Carbon, Monroe, Pike, and Schuylkill Counties, convenes the Northeastern Pennsylvania Metropolitan Planning Organization (NEPA MPO) Technical Planning Committee, Policy Board and Transit Subcommittee, which serve to assist and advise NEPA with assessing the transportation needs of these counties. The committees review the area's Transportation Improvement Program (TIP), which is the primary funding source for the counties highway and bridge projects, and transit system improvements. Through the TIP, transportation projects are identified and advanced to provide for the restoration and development of an intermodal transportation infrastructure, which supports economic development by creating a safer and more efficient travel environment for the movement of people and goods.

Provides solid waste management, highways, industrial development, water and sewage development, county airport development, mine reclamation, and park development.
