Provides assistance to households that need help paying a utility bill or are in need of fuel assistance in an emergency situation in order to prevent utility shut off. In addition, coordinates PPL's and UGI Penn Natural Gas Customer Assistance Programs. PPL Programs include: OnTrack Payment Program, Operation Help (OpHelp), and Security Deposit Waiver Program. UGI programs include: Customer Assistance Program (CAP), and Operation Share (OpShare).

Working with local agencies, OnTrack offers a payment plan to existing PPL clients. OnTrack will pay for the difference in monthly electric bill, as long as clients pay the OnTrack bill in full by each monthly due date. Reduced monthly payments are based on each household's income.

Utility Bill Payment Plan Negotiation Assistance
Designed to assist low-income individuals pay for needed utility services, pending the availability of program funding. Administers the following programs: Ontrack: program is designed to lower a customer's monthly payment while PPL forgives a portion of the back debt upon compliance with the program. Proof of income required. Must be a PPL customer, and must not exceed 150% of the poverty guidelines. Operation Help: One time grant for individuals with special hardships in paying their electric bills. Funds are provided by PPL which requires the family be a PPL customer and have an income under the 200% of the poverty guideline. Electric deposit waiver program: For those under 200% of the poverty guidelines. UGI CAP and Operation Share: Help with past due gas utility bills. CAP offers a lower bill based on income and usage for households at or below 150% of federal poverty guidelines. Operation Share is a grant for those at or below 200% federal poverty guidelines who are having difficulty paying their gas bill.

Offers personalized monthly payment amounts based on gross income, household size, and energy usage at the property. CAP Program does not help with shut off notices. CAP Program arranges a reduced payment plan for UGI-Penn Natural Gas customers who are eligible and have an active UGI-PNG account. Customers must have a verifiable source of income on which the CAP payment is based. Part of the customer agreement with UGI-PNG is that the customer apply for LIHEAP (Low Income Home Energy Assistance Program). SLHDA, Inc. is able to assist UGI-PNG customers with the completion of their LIHEAP application and forward the application to the Pennsylvania Department of Public Welfare for processing.
