Provides access to a variety of energy assistance programs so families can maintain their utility services, including Customer Assistance Program (CAP) and Customer Assistance and Referral Evaluation Service (CARES). CAP helps low-income, payment troubled customers of Duquesne Light establish manageable payment plans that enable them to maintain electric service and move them toward self-sufficiency. CARES assists customers who have had their electric services terminated or are at risk of having their service terminated. Also screens for Low-Income Home Energy Assistance Program (LIHEAP) and Dollar Energy Fund.

Provides grants to families living on low incomes to pay their heating bills. The grant is a one-time payment sent directly to the utility company/fuel provider. These grants range from $200 to $1,000 based on household size, income, and fuel type. Households without heat or in immediate danger of being without heat may also qualify for crisis grants in addition to the LIHEAP Cash Grants.

Provides application assistance for utility bill payment assistance programs including LIHEAP and Crisis Utility Bill Grants, UESF Utility Bill and Oil Grants, PGW's Customer Responsibility Program, and PECO's Customer Assistance Program. Also assists with Weatherization Program and energy and budge counseling. Refers clients who may need additional financial assistance to pay utility bills to other agencies and/or community organizations that can assist.

ERAP provides tenant households assistance with rental costs and utilities to include past money owed. This funding source may be different from other county COVID-19 Emergency Rent Payament Assistance Programs. In some cases both funds may be used. County case managers will be able to offer guidance.

Agency can assist low income customers with home heating expenses through several programs including: emergency grants to prevent electric service termination, and/or the State WAP or UGI LIURP weatherization assistance programs that install energy savings measures for the purpose of reducing heat loss and home heating expenses.

Provides one-time water service payment assistance grants to Pennsylvania American Water (PAW) customers that are applied directly to their utility bill. Maximum grant amount is $500. If applicants are eligible and programs are open, applicants must apply for LIHEAP and CRISIS before applying for this program. If a customer's utility service is off or in threat of termination when they apply and the maximum grant amount will not restore service or stop termination, the application will be denied.

Provides fuel assistance (electric, natural gas, propane, kerosene, fuel oil, wood, pellets, coal) to people in an emergency. In most cases a shut-off notice is required.
