Provides emergency rental and mortgage assistance, utility assistance, food vouchers and listing of county food pantries, emergency shelter, county housing rehab program, referrals, funding and information source for local human service agencies.

Applicants may be eligible for up to 18 months of rental and utility assistance (combined). Total months of assistance are inclusive of all ERAP assistance received since the program opened in March 2021. There is no monthly cap on either rental or utility assistance.

Provides assistance with filing for emergency rental and utility funds through the Emergency Rental Assistance Program (ERAP).

Provides Emergency Rental Assistance Program funds available for those whose utilities are in jeopardy due to income loss and COVID-19.

Provides assistance to households that have experienced economic insecurity and have been affected by the COVID-19 pandemic. ERAP provides tenant households assistance with rental costs and utilities to include past money owed. This funding source may be different from other county COVID-19 Emergency Rent Payament Assistance Programs. In some cases both funds may be used. County case managers will be able to offer guidance.

Provides grants to non-profit organizations to human service programs to benefit low and moderate income people.

Offer 0% interest loans to low and moderate-income homeowners who reside in Lancaster County outside the Lancaster city limits. Loans are for code and safety issues only. A lien is placed on the homeowner's property and no monthly payments are required. Loans are not due until the home is sold, or the deed is transferred. (i.e. plumbing, electrical, replace/repair all types of heating systems, roof, structural/foundation issues)

Provides rental assistance for families and individuals at risk of eviction or utility shut-offs due to financial impact from the Covid-19 pandemic.

Assistance is available for payments in arrears and three months furture rent. Prioritizing first time applicants an not accepting recertifications.

Provides emergency rental assistance to households who have a verifiable financial hardship that is occurring due to or during the public health emergency. The hardship must put household at risk of homelessness or housing instability.

Provides financial assistance (rent, utilities, home energy cost, security deposits assistance)

Provides the Bucks Emergency Rental Assistance (BERA) Program for tenants and landlords.

Managing and administering the federal and state grants including but not limited to Community Development Grant (CDGB), Community Services Block Grant (CSBG), Emergency Solutions Grant (ESG), Homeless Assistance Program (HAP), Emergency Rental Assistance Program (ERAP), and the Homeless Investment Partnership funding (HOME).

Helps people who lost their jobs to save their homes. Provides housing counseling services such as resolving mortgage delinquency and preventing foreclosure within the City’s Mortgage Foreclosure Diversion Program, representing homeowners in appeals when they are denied assistance through the Homeowners Emergency Mortgage Assistance Program, and providing real estate tax delinquency counseling to avoid tax foreclosure. Also provides rental and eviction prevention counseling.

* Emergency Housing Assistance (EHA) will provide one month rent/security deposit to individuals who are in danger of eviction or homelessness. Individuals must meet eligibility and affordability guidelines and requirements and may receive assistance only one time. *Other Homeless Prevention and Rapid Rehousing Services in the form of security/utility deposits, first month rent, rental arrears, or current month's rent are also available to individuals experiencing a hardship that are either "homeless" or at "risk of homelessness". Some income, eligibility, residency, and affordability guidelines and requirements exist and can vary by program.

Operates a ten-unit scattered site transitional housing program for homeless women with or without children. Clients coming from the Center's Emergency Shelter or the Women's Resource Center Shelter receive rental assistance and supportive services while residing in scattered site apartments. Services include: case management, assistance in acquiring safe housing, rental and utilities assistance for up to 12 months, life Skills training and goal setting, furniture and household items, emergency food and clothing, art therapy, counseling and legal services, assistance with job training and education, linkages to community agencies, and recreational opportunities.

Provides financial assistance to landlords or developers to rehabilitate or construct rental properties for low and moderate income persons. The program focuses on properties which are rented to a significant number of low and moderate income persons.

Provides grants to local municipalities to undertake public improvement projects, renovate community facilities to benefit low and moderate income people. (Ex. sanitary sewer, public water, neighborhood improvement and parks, recreational facility project, public facility rehabilitation)

Provides Emergency Rental Assistance Program funds for those whose housing is in jeopardy due to income loss due to COVID-19.

Administers the Section 8 Rental Voucher Program. The primary goal of the program is to provide safe, decent and affordable housing to low-income persons and families through rent subsidies.
