Helping Hands for Heroes is a partnership between Franklin County Adult Probation and the Franklin County Veterans Affairs Office. This program allows adult probation participants the opportunity to serve military members, veterans, and their families.

Home Maintenance and Minor Repair Services
Prepares county wide plans and coordinates programs to implement those plans. The Department is responsible for planning, community development, and housing programs. Specific functions include subdivision and land development review, and transportation planning.
Provides information on energy conservation techniques to lower utility bills; education on common home repairs that yield the most savings; utility assistance and weatherization programs available to low- and moderate-income families; home repair programs for housing preservation; and developing a budget to manage household expenses. Provides assistance with the following programs and applications:

Typical projects include exterior painting, accessibility modifications (ramps, handrails, etc.), fence replacement, deck and stair, and overgrown brush removal. WE DO NOT REPLACE/REPAIR ROOFS.

Food Pantries
Brings homes up to code standards, assists with heater and roof replacements, and in some situations may be used for modifications to make the home accessible for individuals with a permanent disability.
Provides income-eligible customers with a no-cost energy assessment, free energy saving products, and energy tips for long-term savings. Products may include insulation, caulking, LED's, electric heating equipment evaluation and more, as determined by the energy assessment. Program is available for homeowners and renters.
Provides weatherization services including insulation, air sealing, heating system retrofits, baseload electric measures, client energy education, and energy audits.
Assists low income customers to pay for home heat or heat related services. Provides a cash grant ranging from $200 to $1000, sent directly to the utility company, or a crisis grant ranging from $25 to $1000 for households in immediate danger of being without heat (this may include a problem with a heating system i.e. furnace).

Helps to reduce utility costs and energy usage. An on-site energy audit is conducted to identify the most cost-effective, energy saving measures to install. Some of these services include: insulation and ventilation, heating system modification or replacement. Residents in need of emergency heating repairs may receive repair or replacement of their heating system, and loan of auxiliary heat source.

CARES provides assistance on a short-term basis to payment-troubled residential customers. Based on individual circumstances, company CARES representatives make referrals to social agencies and provide information on appropriate company and/or external programs. CARES is available to: * Any customer 60 years of age or over * A handicapped or disabled customer * A seriously ill customer * a customer with a seriously ill family member who resides in the household
Offers 1% loans up to $10,000 for energy efficient home repairs for those with low and moderate incomes. The loans can pay for air sealing, insulation and ductwork, energy-efficient windows and doors, heating and cooling system repairs or replacements, roof replacements, and remediation of barriers preventing Weatherization services. Low interest loans at 1% through PA Housing Finance Agency for income eligible families.

Provides weatherization services to low income homeowners and renters. The rehab program provides either a roof or furnace replacement to very low income homeowners in all areas of the county except Arnold, Jeannette, Monessen, New Kensington, and Scottdale.
Provides federally funded assistance to reduce the costs associated with home energy bills, energy crises, weatherization, and minor energy-related home repairs.

Provides direct services to alleviate a military family's or individual's actual/complete emergency financial burden, as well as counseling and/or recovery support. Emergency financial assistance is in the form of checks paid directly to mortgage lenders, auto mechanics, contractors, hospitals, doctors, dentists and other providers. Other emergency funding assistance, which an applicant receives within 24 to 72 hours, includes the following: - Financial assistance - Emergency food - Emergency home repairs - Critical baby items: formula, food and diapers - Home and appliance repair - Furniture and household items - Local moving assistance - Community events - Wounded Warrior Transitional Family Housing .
