Programs that provide financial assistance for people who are at risk for having their utilities shut off; offer discounted utility services; provide disconnection protection; arrange for notification regarding pending disconnection; make available special services such as large print utility bills or levalized energy bill payment arrangements which support people's ability to make their payments; or supply wood, propane, butane or other fuel for heating or cooking purposes in situations where people have no other means of acquiring them.

Handles client disputes with the gas, electric, and water utilities, with the priorities of preventing service shut-offs and obtaining service restoration.

Provides information, assistance, and advice about residential utility and energy matters affecting low-income consumers.

Provides assistance with funds in urgent situations for rent, natural disasters, electric and heat shut-off notices, and foreclosures.

Oversees public utilities and services for the state of Pennsylvania. Balances the needs of consumers and utilities, ensures safe and reliable utility service at reasonable rates, protects the public interest, and educates consumers to make independent and informed utility choices.

Assists with consumer complaints against PUC-regulated utility companies (including telephone complaints), utility bill payment plan negotiation, and utility disconnect programs. Offers electric, gas, and water service shutoff programs.
