York County Government - County Administration - Clerk of Orphan's Court and Register of Wills, Row Officer

This York County Government Office for Row Officers oversees both the Clerk of Orphan's Court and the Register of Wills. Orphan's Court:(717)771-9288 and Wills':(717) 771-9607 The duties of the Clerk of Orphans' Court include: filing petitions for incapacitated persons and petitions for the appointment of guardians for minors, petitions for adoptions (which records are confidential), the granting of marriage licenses, and records of births and deaths from 1893 through 1906. Birth and death records of persons born after 1906 are on file with the Pennsylvania Department of Health, Division of Vital Records, New Castle, Pa 16103. Phone: (724) 656-3100. This office is also responsible in assisting the Judge of Orphans' Court during court proceedings as well as the documents pertaining to those proceedings. As register of wills, this office has jurisdiction over the probate of wills and the granting of letters of testamentary and letters of administration to persons properly

County of Berks - Register of Wills

Responsible for the probate of all estates for decedents dying in the County of Berks. Collects inheritance tax for the Commonwealth of Pennsylvania. Issues marriage licenses. Maintains the dockets of all probate proceedings. Serves as Clerks of Orphans' Court. Maintains all records of adoptions and guardianship in the Orphans' Court division of the Court of Common Pleas. Serves as presiding officer in all probate hearings. Under special circumstances, the Register will perform probates and take marriage license applications in the home, assisted living facility or hospital of the citizen in need of our services.
